I think what we have a is a lack of community.

I was hoping that the new forums would engender a bit of community on
inkscape.org which would allow us to recruit people. If we don't have a
place people want to be, then we won't have a space where we will find
them.

Put this into contrast with chat.inkscape.org, which is a nice place to
be, to hang out and chat. It's got people hanging about all the time
(the structure of the site means that it looks like this) and so it's
be a little easier to get a new person into moderating there.

So for now I'd say the most important thing is making the community
space better so we have more people who would be interested in
moderating. (also improvements to the tooling would be good)
