I've updated the section describing how to translate web site on the
wiki. It is on a "development" copy of the TranslationInformation page
located at [1]. The content there is still open for suggestions so if
you find any information important for discussed topic please update
the page.
For your case, you can commit translated files directly to the svn as
Bryce gave you svn access and do not wait for anyone to commit a patch
from patch tracker... Just inform us then.
