I've uploaded your file and added Portuguese to the list of supported translations of website. If you load inkscape.org with browser language set to Portuguese, the main page should be in your language now. It would be good to notify users about this translation by small flag below the menu(as it is for other languages). If you have link to image with valid flag for Portuguese please send it in reply to the list, we will use it as a model for the "indicator" flag. Thanks.
