The previous wiki page explains how to do it, as well as translating and submitting the finished work. If you are a Linux user, gettext package contains some useful applications that you can use to accelerate your translation. I think there is an application that fills the translation field automatically using the original message to be translated. Very useful for you Englsih people! It will save you work. I don't remember its name, but you can open a shell command and run "info gettext", or ls /usr/bin/msg* will do the work.
