Yes !
Exemple : on French keyboards, shortcuts for kerning are not usable (we must use
altgr+5 to generate [, and thus it becomes impossible to link this with the
current shortcuts combinations)

And so what ?
We can leave default as it is, and simply let the user decide what shortcut file
he will use (xara, or inkscape default, or inkscape.ru or inkscape.fr).
If the user decides to use another file, he is already warned that he should pay
attention to the combinations he is used to in tutorials, and is aware of the
necessary (mental) conversion.
