well it depends on the agenda of the various contributors in fact. We all do this work on our free time as a hobby. I guess that an acceptable delay between patch submission and review/commit of this patch is about one week. I guess that during summer, people tend to spend less time in front of a computer too. There again, it depends on the work provided by developpers. I guess the best thing to do is to work from latest version of the po files found in svn trunk. Those po files are synchronized quite often, plus once you reach around 80% of translation, you will find that the strings are quite stable; changes/updates mainly consist in following the new features/improvements of the interface.
