I don't know why POTFILE.in was updated (probably to clean it), but it was not a good idea because the generate_POTFILES.sh script is not up to date and 1. forgets some files 2. adds some unused files (mainly experimental LPEs) that were previously removed or commented. Anyway, as this is a bugfix release, there should be no string change, and AFAIKT there's nothing to do for the translators in the 0.48.x branch. Of course you can still update your strings (if the translation is not 100% finished or if you need correct it), but please don't update your po file with the new POTFILE.in.
