I've made this a bug report, so you can follow up on the fix: https://bugs.launchpad.net/inkscape-web/+bug/1493583 (I once played with CKEditor settings, and I remember I failed to make it use the config file I wanted it to use - else I'd already have activated that instead of filing a bug report...)
