Apparently I'm missing stuff rather than you. I now understand that
the semantics of DEPS will be "recompile if any of the objects
mentioned in DEPS _or DEPS itself_ have changed", which will certainly
work.
So I guess I'm now arguing that anything in LIBS should automatically
be part of DEPS. Of course this is just a "nice to have".
