'USE'ing an Inline module from within an Inline module

Hello,
When I try to 'use' another module while compiling a new Inline module I 
get the error:

The version '0.14' for module 'Foo' doe not match
the version '1.17' for Inline section 'Foo'.
Is there a way I can safely do this?  I think it's a namespace issue but 
I'm stumped...
