It is a very new package, the first time it appeared on CPAN was in February.  
I dont know about Windows, I use FreeBSD for all my development.  I would 
assume it is possible, you might want to check with the package owner Dmitry 
Karasik <[EMAIL PROTECTED]>, maybe he knows of something for windows?
