This is essentially the same as what Rob suggested, thanks to both of you.

I tried this approach and ran into issues, I will give it another
shot. Probably I was doing something stupid.

Note that I mistakenly left out a detail before, that I am making a
module that uses Inline::C, EE::MM, and that pre-compiles the C code.
This shouldn't preclude this approach as far as I know, but the
variables I created in the first BEGIN block weren't accessible in the
use statement. Like I said I was probably doing something wrong.
