It lacks an =over 2 between the =head1 and =item, which leads to an
ugly warning at the bottom of the NEWS file. This should fix it:

Yep, thanks for reporting the error.
Now fixed.
I have also updated the ctlinnd man page to mention the new behaviour
of "ctlinnd flushlogs".
