Yep, you're totally right.
I have just committed your script:
https://inn.eyrie.org/trac/browser/trunk/contrib/nnrp.access2readers.conf.in
I just added little improvements like keeping comments, using "ckpasswd -s"
when the user is "+", and denying authentication when user/pass contains
whitespace.
As Russ and you suggest, I did not spend time on the following syntax:
host:/path/to/another/file
%DEFINE0:bar.*
bar.foo.net:RP:::%0
that still are not recognized.
