Did you try to stop INN and then manually remove the lock files in
<pathrun>?
In case you have specific issues with FreeBSD, do not hesitate to
contact the maintainers of the FreeBSD port.

The port is at 2.6.0
I am using the lastest CURRENT update.
There are some FreeBSD 11 bugs
STill I can install a Linux Distro here.
