So far I've followed the model of itkExternal_FFTW.cmake.
The problem with Modules/ThirdParty is that I'd have to be checking in the DCMTK source after massaging it to fit into that paradigm, and then I'd have the problem of keeping the ITK version in sync with the OFFIS official version.
