Is there something I can do to correct it? I haven't any idea how to
debug
this script to see what causes the error.
When running a ctest script, using ctest -S script_file.cmake, the
"-V" flag or "-VV" flag can also be added to give more verbose output.
Tried -V, -VV. Same error message with no additional clues. I noticed
there's --debug argument for CTest. Will try it to see if it yields
anything useful.
Here's the tail of the log file when running CTest with --debug. Something
goes wrong in cmCTestScriptHandler.cxx:453.

Do you get the same running in Windows cmd.exe instead of cygwin?
I only run CTest in cmd.exe. I don't even have cygwin on my machine. I
suppose this cygwin stuff is just the debug info from the binary? I'm
surprised to see it too...
