However .hooks-config.bash is right there.
That is indeed strange.  Line 33 of hooks-config.bash is:

  config=".hooks-config.bash" && test -r "$config" && . "$config"

so it tests for existence and readability before loading the file.

Please run the command

  $ bash -x .git/hooks/hooks-config.bash

and post the output here.
