Tom Hi Tom, In relation to the liturgical aspect: Uniting in Worship has a template for receiving either baptised or confirmed members into congregations of the UC on pp. 439-442. See not iii on p. 439 re adherents. You may like to consider the place of re-affirmations of baptism in this process too (either personal or congregational). Terence gives good advice re process to help people enter into life of UC more fully.
