I also think that there's a difference between being able to think theologically and biblical literacy.  Biblical literacy is a part of this but I'm quickly coming to the understanding that what we're seeing in the church and in our ministry is not a problem of  psycology, anthropology, educational theory or sociology... It's a problem of Theology. (Kenda Creasy Dean - Practicing Passion).

It's not just our Biblical Literacy that is an issue, it's not our Youth Ministry or Family Ministry, what we as a (C)hurch are faced with at the moment is a problem of Theology.

Kenda also suggests that the big theological question that the (C)hurch is being asked is "are we who we say we are?"

Perhaps we wrote Biblical Literacy when we should have written Think Theologically... I'm not sure, I wasn't there... heck I wasn't even in the Synod at that time.
