No, this is not a requirement, but "How to vote" cards do need to meet
certain criteria and must be approved by AEC before distribution.  For
example, it is not permissable to write negative things about other parties.

But every polling place does have an official copy of the party
preference flows and any voter can ask to see it when deciding their
vote.  In NSW it is an A4 landscape book of about 50 pages - if anyone
wants one (or 90), let me know.
