I know this is weird and that's why for me there is a problem with the install script, which worked fine in a earlier version though.
But try this: in your detabase.yml file, put the test database in your dev environment and run the application. It worked for me. Actually the install script populates the test database and not the dev one. That's why I had to dump the test db into the dev db.
