So what is a winmodem and why is this an impossible situation?
Is it just that there is no driver yet written or that the
archetecture of winmodel is such that linux will never work
on it?

In more robust modems, much of the process is managed by hardware chips.
For Win95 modem and some other circuit boards,
"Win95/98 only"
relates that the operating system is working
instead of usually essential modem hardware,
and your modem WILL NOT generally function
under other operating systems including LINUX.
If you open any COMM software which has a command line and Send
ATZ (the reset code) a returned
OK reveals that you ARE NOT in WinModem wastelands.
When in doubt, don't buy unless you can return, and test fast.
