I talked to some folks much more experienced than I on classification
and the way I understand that it works is that it can be used to
group things together, but not to uniquify - which may meet the needs
here.

That is, in bugster we can have solaris/library/other and java/library/other and
those are totally unique, but I've been told in bugzilla that it would be
one "library/other" and the classification would not uniquify it, just be
a way of viewing it.  I'd be happy to be misinformed here, but from poking
around in the admin interface & reading online documentation, that seems
to be the case for bugzilla.
