Mike and Satinder:

        We ran into this in upgrade testing sometimes.  Doing bart compare will 
help to identify what the differences are and why upgrade behaves 
differently.  You should also check 
/var/sadm/system/data/upgrade_cleanup and see whether there is anything 
you need to do after upgrade.

        For example, if you upgrade from Solaris 9 to S10, the Iplanet packages 
are left behind for transition purposes.  If you do a new install, the 
Iplanet packages will not be installed.

        If you can get the data between the upgrade and new install system, you 
can contact me privately and I will check whether some of these are 
known issues.  Bugs might need to be filed to get this fixed.
