Because SUNWdhcm is just the DHCP Manager GUI, and the functionality is 
still needed for the CLI tools, which are in SUNWdhcsu.  Sorry, you're 
not allowed to have in.dhcpd without the CLI tools ;-)

Well, you're assuming too much.  The Java API's we use are in one of the 
jar's in SUNWwbcou.  We might not have a direct dependency on SUNWwbapi, 
actually; that would require some research, but it would be a waste of 
time, since SUNWwbcou has a dependency on it, anyway.
