I am not sure that this is really install issue. I can imagine that some init script should not be in local zones and even should not be visible from local zones for security reaso, as well as some should be. Not very familiar with this matter but I think should be two different init.d for global zone - to initialize system and for local zones - to initialize specific software - like db etc.
