I don't understand the utility of referring to the functional units as
services and stipulating the ability to start and stop them.  Who will
be allowed to start and stop these things?  Doesn't this just mean that
the code will produce errors for the user like "Sorry, I can't do what
you want because service X is stopped."?  Or "Sorry, there aren't enough
resources available.  Try stopping some services."
