And you know my answer from a previous discussion on this issue: as soon as
you promote clusters (and clusters of clusters) to first-class citizens
with the packaging tools and install, your problem vanishes and you get the
best from both worlds: fine-grained control of what is installed, if you so
desire, and a high-level view of logically related software.  The current
sitution (only the package level visible with the regular package commands
and no way to deal with clusters after an initial install) is really a
nightmare.

On the other hand, being restricted to building core packages from O/N only
in closed builds doesn't seem to be a viable solution either.
