The manifest is retrieved in anticipation of installing a package, but something has broken during the evaluation phase which makes it unable to find the matching package. Either your catalog is corrupt somehow (which a pfexec pkg refresh --full should have fixed) or something less pleasant is going on. Either way, please file a bug if you haven't already.
