Update Manager just monitors your repositories for available updates and 
gives you a simple, "one-click" update.  Package Manager is the 
full-blown package management function that allows you to install and 
remove packages, manage repositories, and manage boot environments.

The guide linked above has this answer. set-authority is the old name 
for what is now set-publisher.

The release repository will have few, if any, updates between releases 
(main exception would be critical security bugs).  The development 
repository is updated regularly as we work on the next release, and if 
you buy support, the repositories available via it will have fixes that 
are required for support customers.
