They haven't bypassed ARC because there is no requirement yet for them
to be involved with it.

As far as community based process, you obviously haven't been involved
with or following the pkg-discuss list very closely then.

I see plenty of community involvement.

In fact, IPS is actually one of the very few projects related to Sun's
work that has a completely open and public bug tracking system!

Aagain, they haven't "bypassed ARC review." As far as I'm aware; that
isn't required yet.

That's wild speculation at best.

You also appeared to have ignored the promises of the IPS project
members then that have explicitly stated that they will be going
through this process when the time is appropriate.

Honestly, I think the only reason people perceive as bypassing ARC is
because, historically, Sun projects were done completely within Sun.
Now that IPS is so visible, people are making assumptions and
accusations that normally wouldn't hold.

I don't see when they stopped; though technically, ARC hasn't yet been
established for OpenSolaris.

ARC technically only exists for Solaris ;)

What Sun does with Solaris is their business. So far it seems you're
complaining about Sun's business decisions about Solaris. So far, I
haven't seen *anything* that would convince me that *Open*Solaris will
have such a decision forced upon it.
