As this is the first project proposal to this community since the 
constitution was adopted, a note on procedure seems in order (see 
Article 8 [1] for the full version).

- Core Contributors to this community have a vote (per the Grants list 
on poll.opensolaris.org, these are):

- Project initiation requires a Consensus approval, which requires at 
least 3 +1 votes and no -1 votes.

- 72 hours is the voting period (unless all Core Contributors have voted 
prior to that time and the result is clear).

- Votes must be sent to the list
