One CR (7009871) suggests that OBP 4.32.0 or later should provide relief. If you are at that and the problem persists, I encourage you to open a support case. The log files that wanboot-cgi leaves in /tmp can provide detailed timing information that helps substantiate the slowness. You may need to configure boot_logger in wanboot.conf to get this information. When you open that support case, you may want to suggest that CR 6563144 may be related. The fact that T series takes 4x as long as M series seems like either there is a second problem or that there is some problem in the wanboot code that is gated by processor speed.
