have you specified the e-mail for each user in their profile ? I suggest
you also check the log of your mail server to see if an attempt is made to
send e-mail to these users or not.
Also, which version of Jahia are you using ?

I notice in my Jahia installation a bad email processing in workflow
notifications.
Only the site administrator receive notification mails, BUT NOT THE THE
PAGE ADMINISTRATORS.
In the administration page, the mail server has been configured to
'localhost' (both tomcat and mail servers are running on the machine).
Any advice to find the problem ?
