As usual with chroots, something's probably missing or  
misconfigured.  Try the following from within the chroot:

1) Can you run ruby and/or irb from within the chroot?
2) From the root of your instiki installation, can you run script/ 
console?

Error messages from these steps are often helpful in tracking down  
the problem.  If you get those steps working, you'll hopefully be  
much closer to having a working chroot instiki
