Hi Ron,

In Section 4.1, when the GRE ingress emits packets that *might* undergo
IPv4 fragmentation on the path to the egress, the ingress needs to use
rate limiting to ensure that no IPv4 reassembly misassociations occur a
the egress [RFC6864][RFC4963]. If the ingress has some way of discovering
that no IPv4 fragmentation will occur, it can then suspend rate limiting
and send at full line rates [draft-templin-aerolink].
