That may be where they’re getting the “as much of the datagram as possible” 
part in some cases, but not the 8 unused bytes.

But if so, they need to start with a citation.

Either way, we still end up where we started - we do PLPMTUD because ICMPs are 
too often blocked. Not just from routers.
