Unreliable - how is that not assumed? They’re sent as IP packets.

Rate limited - there isn’t actually such a requirement. Most ICMPs are defined 
as SHOULD be sent, which allows for endpoints that would otherwise be 
overloaded to rate limit, but that could also backfire - ICMP messages indicate 
IP packet issues, not TCP connection or UDP association issues.

Endpoint processing - see RFC1122

So although I appreciate the questions people ask, RFCs aren’t self contained 
and not all questions indicate a RFC document gap. Maybe this just belongs on 
Wikipedia? (Seriously - that could be useful, but I don’t know why an RFC is).
