There's also "deployment" to consider, and that involves not only getting people to adopt and deploy the new code, something which in many cases happens on the scale of years. E.g. if you have already deployed AH for OSPF, how do you safely transition to the newly recommended way of doing things? Doing so without having to throw a big switch for an entire network at exactly the same time for all the nodes (something I imagine can be "operationally challenging") would be preferable.
