If the network providers have configured their systems nicely, you
should be able to use multicast DNS to find a local web page with "help"
information.  You may even discover that the web page contains
information about your machine: what's wrong, and/or why your account
has been disabled.

This is true only if the users actually have connectivity. In my experience, in most situations in which only an IPv4 link-local address is available, there is no IP-level connectivity. This is typically due to a link-level failure of some kind, such as an acknowledgement failure within the IEEE 802.11 4-way handshake.
