I can't see how this wouldn't be expected given that, due to wildly different deployment levels, residential IPv4 access has a fairly constrained environment in terms of realistic design choices, and residential IPv6 access has a great deal more flexibility at this point in time. This is complicated by the fact that IPv4 and IPv6 have very different properties when it comes to address assignment, filtering, support of link-local addressing and support for multiple addresses on a single interface. In this particular instance, trying to wedge the best solution for IPv6 into IPv4, while noble, may end up as unrealistic and misguided as trying to wedge an IPv4 solution into IPv6.
