Just a follow-up:

the GBIC DELL S28-10G-25G-SR-85C is not giving a link, when connecting
an LWL cable. The link gets up with another SFP+ GBIC:

Currently, Linux 6.12.49 is used.

The strange thing is, that the module info shows:
$ sudo ethtool -m net04

Transceiver type : Extended: 100G Base-SR4 or
25GBase-SR
But instead of 100G and 25G this GBIC should only support 10G and 25G.
(Or it just means, that 100G is four times 25G.)
Anyway, I tried to increase the debug level:
$ modinfo ice
[…]
parm: debug:netif level (0=none,...,16=all) (int)
$ echo 16 | sudo tee /sys/module/ice/parameters/debug
But re-plugging the GBIC not more message were shown. Please find the
output of `dmesg` attached.
What I am doing wrong?
It works with Broadcom network controller BCM57414:

The difference seems to be that the Broadcom device supports
auto-negotiation, and the Intel device does not:
