Here is a VERY good thread about running TF2, HL2, EP1, EP2 and Portal on intels GMA http://forums.steampowered.com/forums/showthread.php?t=623213&page=20&highlight=intel - its quite long but its worthy to try out different solutions (either cfg method, or startup parameters) to see which works best for You.
