No. Thre are other threads about it, look them up for more details. In XP you can get the game to run in DirectX7 mode with a decent framerate, but most of the game textures are overexposed (they look grey), so it's unplayable. In DirectX9 mode the framerate is simply hideous, even on lowest settings.
Your only option with this graphics card, by the look of things, is to upgrade to Vista or Windows 7. Apparently with modded drivers it should run perfectly.
