Go for one of the new xfx ati radeon hd4650 1gb pci-e graphics cards. You can find them at best buy for less than a $100, yet it supports shader 4.1, works with a 400w power supply, and are very compatible with pci express x16. As far as vga goes it comes with the attachments you need for vga, hd, s-video and so on.
