You need Windows Vista or 7 (7 is highly recommended over Vista) and you need modded drivers (idk the latest version). You also need Portal (you can obtain it legally, off PacSteam, or bittorrent. (PacSteam lets u DL any steam game for free).
For Portal, i guess you could just run it with -dxlevel 90 (i had issues trying to run it in any other mode) and turn down all other settings. All source engine games run better under Vista or Windows 7. All source games including HL2, TF2, and Portal (maybe others, except L4D which I heard just doesn't work well). Good Luck!
