The fact that portal is a source engine game gives it instant "hard to run
on Intel Gma Graphics chips" status. Running the game in direct x 8.1 would
probably be your best bet and once you are in the game menu tweak around
with your settings and see if you can get it to run without the -directx8
extension.

The white screen with background music sounds very similar to a problem a
lot of people had trying to play oblivion on geforce 5xxx chips and other
low end gpu's, although this was fixed with a program called oldblivion. You
could try turning your screen resolution down before starting the game as
that used to be a fix to a white screen problem in AOE. Other than that the
last things I would try is defrag your hard drive, reinstall the game and
then uninstall your graphics drivers and put the latest stock drivers on.
