hi there, well, maybe i can answer some of the question..

1. Currently there are no intel 950 drivers that support VS 3.0..intel said
that the hardware it self are capable of vertex shader via software but the
truth is no avalable drivers that can support the feature, maybe because of
the limitations of pixel shader to be 2.0? only God knows why. but yeah,
basically the 950 hardware ARE capable of vertex shader software 3.0 , but
the drivers are not. even for current MD technology.

2. There are 2 type of device info reading method, the first method are
through BIOS, which can be use by OS to determine the type of Hard Drives
(IDE, SATA, RAID) and other component such as USB support, GPU type and CPU
type/cores. in case of VRAM, mostly OS uses the information of BIOS to
determine VRAM (usually with Nvidia and Ati or other discrete GPU). Intel on
the other hand sometimes depended entirely on driver info, which can confuse
OS, in this case the dxdiag to read GPU info from the driver it self, NOT
the BIOS. This is caused by the Intel Video Kernel it self. VBIOS for
example. to make sure the VRAM of GMA950, make sure u look at the BIOS
setting as dxdiag result can be altered or misleading.

3. DirectX 9ex is some what a patch to the well known directX 9.0c. It's all
started when Vista came out and ruined the gaming world, (LoL) at the same
time DirectX 10 came out, although it has the cool rendering engine bla,
bla, bla..it has NO backwards capability. so u cant play DirectX 9 only game
in vista, as for example, Splinter Cell series. then the DirectX 9ex came
out preinstall with Vista, enabling older games to play seamlessly on Vista
platform. the 9ex itself is just like an upgrade to the 9.0c. with better
graphic calculations and rendering software level. also it enables older
games to run well on vista platform by offering backward compatibility down
to DirectX 7 while keeping the performance and quality offered in Dx9.
Although it is not as good as DirectX 10, but it offers a better SM3 like
rendering. And i cant remember when it is ported to XP platform.....

hope i answer most of ur question..im not sure myself either but that's what
i know..

cheers ^^
