The fix for water is to disable watershaders in Oblivion.ini I just restarted my game over and i'm in the jail area still (before the king dies) and it runs around 10-25FPS (20 average i'd say) Also most guides say you can lower the grass detail for performance. I just get rid of it all together by disabling grass shaders or whatever its called under [Grass] in Oblivion.ini and I get a ok boost. typing tlb or tbl (one of those) gets rid of lighting pass which is a hugggge performance boost. However, everything is bright (similar to the L4D brightness issue). Maybe useful for some combat scenes and arena, but I can't imagine using it throughout the entire game.
